I figured that the tome turn in was only tomes -> shards, if are correct about the PED turn in you could get +4 tomes also.. and if that is true, i might be turning in some soon lol....

No, I'm afraid you've misunderstood. +3 tomes can be turned into 16 Purified Eberron Dragonshard Fragments, not the reverse AFAIK.

PEDF can only be used in crafting right now, and I don't think anyone would consider it a good idea to turn in a +3 tome when it's much easier to just buy a +1 tome and get 4 fragments out of it.

actually, it seems it's quite the opposite, I read it wrong, but idk who would trade a +3 tome for 16 PEDF :(

If I'll get +3dex from 20th/40th/60th etc reaver, it goes to crafting immidiately.
If there would be not option to turn it for 16pedfs, this (hypotetical) +3 would just be throwned to nearest dustbin.
