My friend needs help on a build. Rogue for traps and evasion, Wizard for buffs and Fighter for melee combat. He wants it to be a drow elf and TWF scimitar. I think a 2rog/6fig/12wiz would be best, what do you think?

Seems like a waste to have 12wiz in your build and not be WF. Pick up recon as your lv.6 spell and pick up scrolls/a clickie of GH. on the rest of that, im not quailfied to help on. o-o

Your friend will need to get real friendly with divine power clickies :)
Drow is kinda sub optimal, but I can appreciate RP flavor. IMHO Human would make a better choice - unless he is restricted to 28 point builds.
If he does do Drow, try to convince him to use rapiers or shortswords, as Drow have racial enhancements to help out in melee combat.
He would almost have to be palemaster to help with survival, but once you get to 12 wiz using displacement & wraithform provides significant damage mitigation.
To keep up trapskills you need to take rogue at level 1 (max search/disable +whatever else, umd/balance/concentration maybe) and to keep up the trapskills you need an INT of 14 (12 on a human).
That gives 4 skillpoints per level per fighter/wiz level. If you want any other skills (balance/umd etc) then you need more INT.
so maybe:
(Drow)
16 STR
16 DEX
12 CON
16 INT
08 WIS
10 CHA
Weakpoints will be a relitively low reflex save (because of wiz/fighter levels), low spell DC's at higher levels, low spell point pool, and clickie dependant melee ability.
Might be tough getting into groups later in the game too.
BUT! If you nurture & love the toon, you'll end up with something that can handle most situations, handle any trap in the game, be self suffient, and have a blast playing.
IMHO, tough to pull off without gear & a bit of support

But, drow enchancements can only give +1 to +8 to hit and damage with rapier shortsword and shuriken, won't that be useless at high levels? But the idea looks great, thanks :)

According to the DDOWiki, it's +2 to hit and +2 to damage.

While I'm a big fan of melee casters, I would rather spend the cash for WF than the in-game time with PM.

Drow use Rapiers, Elves use Scimitars – both races are viable.
Lvl9 spells are far more useful than Kensai1.

If all you want 12 wiz for is buffs, why not 12 bard instead? You lose GH, resists, and True Seeing but gain FoM, Inspire Courage (making the GH -> Good Hope a net gain outside of saves), and Neutralize Poison. You also get another 4 skill points (and 2 HP) per level, +3 BAB, a little CC ability, a little healing ability, and you're probably more likely to get accepted to PuGs.

For what your friend wants, I would recommend bard instead of wizard: higher BAB & HPs, many of the important arcane buffs (like Haste, Displace, etc.), heals, songs, more skill pts from bard makes it easier to maintain trap skills.
Here's one such build (using rapiers instead of scimitars):
