Some quick thought.

Pure or 13/6/1 multiclass would do more DPS. Pure will do more SA, 13/6/1 would get 1d6 more SA as well as one more rogue feat.
Why going dex based, especially when you can afford full +2 tome set on lv7? There are so many way to increase STR even for halfling.
Two-weapon defense and combat expertise may not worth spending feat, unless you are up to AC gear grind festa. I would exchange TWD for power attack.

Going dex based would be easy early leveling and should be fine at end game.
But against non-sneakable mobs, you may not be satisfied with your damage output.

Also, I wouldn't count on +3 tomes on non-TR character build.
+2 tomes are easy to come by especially if you got TP or plats, but getting +3 tomes as lv11 is next to impossible.

I'd go Str-based, which frees one feat, and consequently go 13 Rogue/6 Ranger/1 Monk. Not only for the extra Rogue feat, but also because you get Tier 4 of your Haste Boosts. In fact, Meinir's first life was a Leesa 3.0 (http://forums.ddo.com/showthread.php?t=181074) build.

I am aware that Dex/Wis is emphasized by intention, so going Str-based would tilt it a a different, yet similar direction. It seems like you are really interested in getting some AC. What are your projected values for that?

I'd rather take Power Attack than TWD, as you might not want to be in AC-mode all the time.

FE: Giant and Halfling are placeholders for Undead and Evil Outsider, aren't they?

Using Handwraps and Haste boosts will help you a bit against undead, elementals and constructs.

I'm curious about some of your choices. It seems like you're going with an AC build, picking TWD and CE as feats, but I wonder why.

With a majority of levels in rogue, you shouldn't have aggro that often and therefore shouldn't need a really high AC that often. It doesn't seem like you're building a character who's meant to attract and hold monster attention, so you can do much better things with those 2 feats: Power Attack, for example, or SF: UMD if you don't have a lot of UMD-boosting gear. I notice that you didn't buy any racial toughness enhancements either, which should be a given on any melee build.
