Goggles are way harder to get because they are a raid item, and BTC. Spectral gloves are easy to get if you are willing to spend a little plat.

Spectral Gloves are pretty rare when it comes to dropping from Offering of Blood. Of course, Spectral Gloves are not raid loot, so they can be farmed much easier or purchased like any other unbound named item. That alone makes them less rare than the Tharne's Goggles, where you only have about a 3% chance every 3 days to get.
