Im almost exclusively PuGing, since soloing takes much more time and my guild consists of 3 other people who either play other games or outlevel my current char within days.
Since PuG rants seem to be popular atm, here my own PuG rules:
1. Choose a PuG that has a chance of success
Dont join a PuG that contains several under-level chars who want to "try" elite on a difficult quest. If the quest is easy, dont worry about the level or class setup of the other players.
2. Dont worry about death penalty or 10% over level penalty
In a PuG, the chance that someone will die are pretty high. Dont worry about it, or solo, or get a better guild. 10% over level penalty isnt that bad since it will help filling the group and making the run faster, so you might effectively get MORE xp/min
3. Dont abandon your PuG after entering the dungeon unless You wipe
I think this is common courtesy. If You chose a PuG, either by joining or by taking members, you should stick to it unless some RL emergency appears.
4. Know when to call it
dont waste too many resources (pots, repair cost) on a hopeless PuG. If the party wipes once and the chances of succeeding after reentering seem slim, just thank everybody for the try and get another PuG.
