I'm not chaotic aligned, but i would like to use epic chaosblades, how would I go about getting my UMD up to 30?
I have 16 charisma with a +4 charisma tome=20
I have several GH clickies
thing is I don't want to drop my 1 skill point into only UMD

Then you're not going to be able to get your UMD to 30.
If you change your mind about that, and decide to spend the skill points, then we need more information. Is that 16+4=20 with or without a +6 Cha item? Do you have any rogue or bard levels? What are your other levels?
I'm going to go ahead and base this off of a pure paladin with 16 base Cha and the tome with no enhancements. 16 base +4 tome +6 item = 26
11 ranks
8 cha mod
4 gh
2 Head of Good Fortune swap in (fairly easy to get)
3 Golden Cartouche swap in (easy to get)
-----------
28
That means you just have to get another +2 from somewhere, like a GS Cha skills item, or exceptional skills on your DT, or ship buffs, or yugo pot, or skill boost/human versatility, or something similar. But without the skill points, you're just not going to be able to reliably get to 30 without a ton of gear that will probably take a long time to grind.

Have you been putting the .5 or 1 skill point into umd when you level?
Goodluck gives 2, the bunny hat when holding a scroll gives +3, GH +4, you can craft +6 cha skill from shroud, +6 cha item is another 3. Few other things, but I guess what you need depends on what ur umd is at when 20.

ok... that's an interesting situation... absolutely not willing to put any skill points into UMD at all? (i'm guessing this is a paladin). and no chance of a +2 int tome at level 7 to give you at least some discretionary skill points?
well, let's see what we can do then.
16 is base charisma, or after an item, btw?
so, here goes:
charisma can go as high as 16(base) +4 (tome) +7 (epic item) + 1 exceptional (ToD ring/GS weapon/epic item) +2 exceptional (ToD ring/GS item/epic item?/etc) + 2 yugoloth = 32 before requiring harder-to-sustain buffs (eg alchemical potions from house D, or DDO store pots; also not including guild ship buffs)
that's +11 right there.
then you've got:
+2 luck
+5 competence (seven-fingered gloves)
+3 enhancement (epic big top or epic spyglass)
+4 morale (GH)
+1 (GS item)
+2 (GS item)
+3 (GS item)
=====
+31
house D pots + litany could add another +4 to charisma, guild ship could add +2 charisma, and a skill boost if any could potentially add 2-5 points as well.
of course, most of this will only work particularly well if you're still allowed to equip the item then swap out all your UMD gear.
that being said, i think you need at least one full rank in UMD to be allowed to use the skill, no?

16 is base charisma+6 charisma item+2 yugo pot+2 ship buff+4 charisma tome=30 charisma
Im not saying im not willing to drop points into UMD, i have been dropping that 1 point into UMD since lvl 1
EDIT:oh yeah im going pure paladin and i left intel at 6, but at lvl 15 its going to be 10, giving me 2 skill points per lvl

wait, you're telling me you've got multiple +4 tomes but you don't have any exceptional charisma items whatsoever? 0.o
anyways, if you're going to have 11 points of UMD, that just makes this trivial. why are you even asking?

Well i was hoping for a way to sustain enough UMD to use the eCBs and keep my other epic equipment, but that's because im assuming that you have to have 30 UMD all the time to use the eCBs.
But if that's not the case and I only need 30 UMD to be able to equip it, then I can unequip all my UMD increasing stuff that is incredibly good news!
Thing is what if i die in a mission? Will that unequip the eCB? Because if that's the case and I die, and i have to run through the whole mission without it......that sucks

You only need to have the required UMD when equipping; you'll keep hte item equipped until you unequip it or log off.

Wait, u are saying u have +4 tome and eChaosblades yet u don't know how UMD works? I find it hard to believe.
If u are new (based on lack of knowledge and join date which, i admit, doesn't always reflect the actual time spent playing the game), u should know it will be long time before u finally get that tome and craft eChaosblades, so i wouldn't count on those. But i could be wrong and u already have them, if so that paragraph doesn't matter.
If u put one point into UMD at every level, it's very easy to get to 30 UMD with a little help from gear and buffs - see other posters' breakdowns.

I've geared to the teeth for my one toon, but I have little idea how UMD works based solely on the fact that I always run with healers and have been A Chaotic Good Pure fighter and Barbarian for almost my entire career(about a year) so UMD hasn't been much of a priority, but a recent spur of wonder and intrigue at the Paladin class has made me look at tons of new things differently

Acutally a +3 enhancement bonus, which does not stack with the Epic Big Top, which is also an enhancement bonus. Both stack with the Seven Fingered Gloves, which is a +5 competence bonus.
CHA is your other big boost to UMD. And as long as you have 1 point in the skill you can use it. Without any points in the skill, it doesn't matter if you've got a 50 CHA and like 60 points in boosts to UMD, you can't use the skill.

if you are a humen . then you can use the humen skill point boots when you put on the eitem that can help alil aswel. and can be used to boots DMG, I would say craft a GS item with +6 cha skills will also be usefull if you got intimi.
epic big top /epic spy glass / Bunny hat / seven fingerd gloves / vile blashamy / Also that circklet of " per something will give you +3 .( did i miss something? / they wont all stack ofc.
You sould really try and get a +2 int tome and then LR your toon so you can get the use of that at lvl 7 . to give you extra skill point that sould help a lil.
Good luck
Cheers

Lol mate, I would be more concerned about how to handle server aggro when pulling a +4 int tome on a pure fighter and keeping it, rather than on how to up your UMD ;)

^This. Also you would just want to use a +2 INT tome which will apply from level 7 rather than getting the +2 points from the +4 tome at level 15.

His drop. If he needs it, wants it, or even just thinks he might someday want it, that's his business. Anyone who has a problem with a person keeping their own loot is small and petty and will probably whine endlessly about dozens of other things anyway.

This. If I pulled a +4 INT tome and had people insist I put it for roll, I'd keep it just to spite them. None of mine need that tome, so that tells you my opinion of loot drama queens.
