What happens when you try to make an item with ML > 20? For example, let's say that I upgrade a rapier to a +12 potential and try to make a +5 weakening rapier of greater parrying, which should be a +12 or ML 23 item. Would I be able to make this ML 23 weapon and just not use it, or would I not be able to make such a weapon at all?

ML is capped at 20, it won't go higher than that.

Pretty sure it will drop the minimum level down to 20.

As explained by the Developers directly regarding this.

If a weapon's ML would go over 20, it will be capped at 20, however, if ever in the future the level cap gets raised, then the ML of the item will be raised accordingly.

(There is no actual plan to raise the level cap at this time that I am aware of)

Yes. I have several +13 weapons already.
