I ve tried to craft unbound item yesterday. i use armor blank made from random chest loot (not BtA) and unbound shard of light fortification. As result i got armor of light fortification as i expected. What i didnt expect was the item has "Bind to character on equip" property.

Is this WAI or bug of some kind?

As I understand it:

Bound shards are 'bound to account' and create 'bound to character' items.

Unbound shards create items that are 'bound to character upon equip'.
