Im a casual player and i dont know much about some things, i wanted to know if there's a problem to use for example a +2 tome with a level higher than 7. I was reading that the tome effect will only be applied after u use it, for example if u use a +2 at level 10 its like u lost 3 bonus cuz u were supposed to use it at 7, is that right? Can someone explain to me how tome works?

You get the bonus no matter when you read the tome.
The level on the tome is the level at which you can first read it.

Tomes apply the same bonus regardless of when they are used. The only time when you use the matters, other than for convenience while leveling, is for int tomes. The earlier you use them, the sooner your higher int score is used to calculate the number of skill points you get.

The only one that really matters when you use it is Int. Con gives you HP retroactively, but eating Int later will deprive you of a skill point for each level you're late in nomming on it.

hmm i see, what if i use a +1 tome then a +2 one, is it going to replace the stats?

Only the most powerful effect will apply, so you'll end up with a +2 bonus, not a +3

another thing that should be mentioned is the fact that tomes can be used to qualify for prerequesites for your feats, such as the 13 int for Combat Expertise, or the 13 Str for Power Attack. but they must be taken at LEAST one level before you try to take the feat
for example, if you want to take CE at level 6, and your Int is 12, a +1 tome at level 3, 4, or 5 would enable you to do so, but if your int is only 11, then you would have to wait to use a +2 tome at level 7 or 8 and take the feat at level 9
