how to start a lvl 1 toon with Vet status

I earned Veteran status so I can create toons starting at level 4.
My grandson is new to the game and can only start toons at level 1.

Is there someway, without creating a new account, for me to start toons at level 1.

I tried leaving the airship before talking to anyone, but it will not let me.
