Do "competence bonus" stack?

Meaning, if I have goggles and a hat that each give +3 competence...will I get net +6 or only net +3?

Nope, you'll get the +3. Aside from exceptionals such as dodge and, well, exceptional, same typed bonuses do not stack.

Meanwhile the bardic song of competance stacks with gear, suggesting it is not actually a competance bonus.

Bonuses which stack will almost always mention that they stack. Two bonuses with the same name will generally not stack.

Dodge bonuses stack if they are different magnitude.
Items stack with feats stack with enhancements (exception: Improved Critical will not stack with Keen/Impact).
Circumstance bonuses stack if they are different circumstances (ie: Enemy knocked down = +4 circumstance to hit, standing behind enemy = +2 circumstance to hit. Standing behind knocked down enemy = +6 circumstance to hit).
