I have a question:
IF I true reincarnate, but have spent TP's on store +2 tomes and character banks and suchlike, will those still carry-over to the new reincarnated character?
If it doesn't - it would be very unfair as I spent the real-world money to get TP's to get those from the store.
What do you keep and what do you loose ?

You'll keep character banks, bank space (less the house K favour ones), shared bank space. all the account options will remain.
However you WILL LOSE the +2 Tome. I tend to agree that if you bought it with real money it should still apply to that toon, however turbine disagrees...

DDO store tomes are a trap, tomes are readily lootable from level 17+ chests. Even if you don't get the ones you want, you can trade for them.

agreed... CON and STR ones can be a bit of a grind to get though. But all the others are pretty easy to find

Thanks guys.
The least Turbine could do is have a note on the item that says that YOU WILL LOOSE THIS IF YOU TR.

It's mentioned in the TR information.
