Does it ever go away or will I have to accept it every time I start the game? It only happens on my laptop that I reloaded ddo on, not on my Desktop

you should only have to say "yes" once, unless you play lama I have a feeling.

If you are getting requested constantly, you've got file permissions set to where the game can not record that fact.
