I didn't see this on the known issues, so I'm not sure if this is a known issue. I justed used Roderic's Wand and had no summons appear. I did have a shield symbol appear. So I used the wand again while looking at my inventory and noticed that the charges on the Mantle of the Worldshaper disappeared as I used the wand. Removing the Mantle, the wand works fine. Just a heads up in case this wasn't known to others.
