Clicking "Report A Bug" inside the game just open a black screen with nothing on it. Trying to open the bug report forum here gets a "page cannot load" error. So this forum will have to do.

Crafting Mithral Full Plate changes the armor check penalty from -2 to -3.

You might try submitting a bug report from the forums. If you look at the full Forum list, you should see the link there.

I did try that. As I said in the OP, the bug report forum doesn't open, clicking it just throws a "page cannot load" error. Unless you mean something else?

How do you get to that link? When I click the Report a Bug (http://forums.ddo.com/forumdisplay.php?f=115) link I get this:

How do you get to that link? When I click the Report a Bug (http://forums.ddo.com/forumdisplay.php?f=115) link I get this:

Funny... I use the "Submit a bug" link which is at the top of this page (for instance), not the "Report a bug" link on the forum home (which works for me as well for what it's worth, but it seems to go through a redirect, which may be buggy).

I'll bug-report this thread ;)
