Guard independent proc'ing

If you have two items with the same guard (air guard in this case), do they proc independently and effectively give you double the proc chance? I've seen threads/posts going both ways. Perhaps a dev can comment?

There was a dev comment about a year plus back on this during the great C/O wars.

Any increased proc'ing do to wearing the same guard twice is to be considered an unintentional bug that can be fixed at any time.
