New Crafting Mechanic

I'm looking to craft an item using the update 9 mechanics that resembles something like:

+5 Metalline Wraps of Stunning +10

Could someone please inform me of the steps I would need to take to create this specific (albeit not very exciting) set (ie minimum crafting levels, ingredients required, crafting steps)
I suppose I could offer an incentive to help, but I'm holding out on the basis that I attempt to share my experience with others in subjects I hold a higher level of substantial grounding in, so I'll see if it swings my way for the time being....

As of current, this is not possible.

For the new crafting as it is on live:
Can only do up to +4
Cannot craft metalline shards.

Indeed, it seems that the beta only allows crafting of items one tier above vendor trash. Anyone think it'll eventually allow multiple prefixes/suffexes? +5 holy anarchic handwraps of pure good greater construct bane anyone?
