Has anyone looked into exploring the dat file to view the instances outside of the DDO client, ala WOW Model/Map viewer?
I realize our community is not as big as wow but they have done an impressive feat with their tool, see the following links for examples.

Looks like a hell of a lot of work to get entire maps in that program. o.O
But if there are people willing to sacrifice (a lot of) time, then by all means, you have my blessing. Lol.

Other than it being a means to cheat by being able to examine maps/content without actually running it, what's the point?

How would it be cheating? If someone does a quick google search they can already find out most if not all details of the quest they are running.
Granted, not all people want to know all the details before they actually run something - but some people like to be prepared rather than to be surprised. I don't see why it'd be an issue.

it's a wonderful idea, especially for enthusiastic players who may one day join the gaming development industry (or general AI, artificial 3D world environments)
these maps are works of art. they are truly beautiful and enchanting.
it would be fantastic to be able to browse through them slowly and admmire the inredibl detail and effort put into making them.

The only problem with this idea (I took a look at the files and did some searching) is that you're going to need to decompress and more than likely convert a lot of files. You'd need to extract both the texture and model .dat files, and store them all in one location.
There used to be a discussion here pertaining to extracting some of the bump maps, textures, and sound files - however the thread unexpectedly ended and disappeared from the forum search. My thought is the dev's killed the idea since reverse engineering is against the TOS.
Even still, the idea of a 3d map is an interesting idea. There are a lot of possibilities there, but it'd take a lot of work to get something working.

There's a way that includes sound and an interactive storyline as well! (j/k)

Exactly, and you can find exploits like invisible ledges to jump on and gaps to jump through. You've seen this happen if you've ever played a first person shooter online. People already do this in one of the Vale quests' end fights.
