while the rest of your post is just funny, this part is wrong. They are not a reportable bug, its pretty clear they are WAI and are permitted. I challenge you to prove otherwise.

this is really to funny. I mean I wish we had some quality PVP in this game, but as it is, I am not going to QQ about what is and isnt fair beyond what Turbine has already disabled from those areas.

here are the rules as i understand them.
the pvp areas in the taverns are public brawling areas....meaning if you are in there, you are fair game.
the only time that it becomes harassment is if you incapacitate someone for more than a minute or so (flesh to stone, hold, dance) without any intention of killing them.
the only people i will ask to stop, repeat the request, warn that they are harassing, and actually report are bards that use cc songs and make absolutely no attempt to deal any damage...because that is harassment. even if they come up and hit for 1 point per swing, it still shows an attempt to engage.
otherwise everything is fair game....that's pretty much it

If you want rules, take your party to a private instance.
Trying to set rules in the brawl areas is just ridiculous. The only rules are the ones Turbine sets: no griefing people by keeping them trapped by some effect and not killing them.

1. use your judgment. you should be able to tell whats cool and whats not cool. don't drop down level 20 flaming death on the level 5 fighters brawling it out. once, maybe. 15 times, no.
2. keep the fight consensual. don't kill them after they have told you to stop. otherwise its rape I mean harassment.
3. no one will respect your guide unless you have a monkey. the bar has been raised, you must meet it.

And everyone would stop talking about pvp.
BUT. since we cant have that. You can keep your made up rules. If anyone goes in pvp they can do ANYTHING they want and use ANY spell they want.
If you don't like it... Get out of the pvp pit or goto a private instance where you can make up any silly rules you want. But don't ever expect the general public to respect your made up pvp 'etiquette'.

There are no rules. If you want rules, stay the heck out of the pits and go play a game that has better support for PvP.
I would create a huge list of things that I personally thought were appropriate, but the people that would need to read it aren't here to do so.... so I shouldn't waste my time.

P.S. to say a caster cannot use this, or that, is like asking a melee to not swing, or a ranger to not shoot. Just because you are getting owned, does not mean your opponenet is cheating.

They could ask, and the Wizard might be nice and stop, but my understanding is that killing someone in a Brawl is never a reportable offence, even if the killed person asks the other to stop. In fact, not killing someone in a Brawl can be a reportable offence, if you keep them trapped in some CC effect.
All you need to do to stop being killed is to leave the public brawl. If you want the high level Wizard to stop picking on you, just go to a private instance.

Personally, I don't think it matters what happens in the public area. If you hang out there long enough, you will see restraint from many players, but to get upset over dying is out right hilarious. You know the area is public, thus you should know better.
Dance is overrated. Pop that eardweller clickie and meteor swarm away :P

OP, these are PvP rules.
1. No griefing as defined by Turbine. This means kill your prey as soon as possible.
2. No abusive language, but normal trash talk is acceptable.
3. Anything else goes. Deal with it.
Turbine GMs will deal with #1 and #2, but it is up to you to grow a set for #3.

I think people misinterpreted my meaning somewhat (as in by a lot).
As you guys probably aren't even going to read this again after neg repping me I'll just skip trying to negotiate and delete the OP.
If you did read to this point I'll make things clearer.
1) Dancing your friends is fine unless they complain. Random people hate it (others say they agree).
2) A long time ago I did a private PvP battle in The Pit; something glitched up at the end and I couldn't leave. I recalled. Appeared a few feet away. /death. Respawned in the arena. Jumped in the lava. Same thing. I didn't know about /stuck then, but /stuck only moves you a few feet. In the end, I had to delete the character. That's why I say "no" to private PvP. Losing your only level 20... not fun. Losing ANY level 20 isn't fun. Plus, it's limited time, and if you have another friend you want to have join, they have to wait up to an hour. And you can't just suddenly swap teams on the party and kill them all :D.
3) When a level 6 fighter wants to try out his latest feat on his friend, does he want a level 20 Wizard to hop in mid-test and blast them both to smithereens?
4) I understand some people just want to kill random players. If so, stick to the Lobster please. Houses D and J are where I go for private battles. If you want to kill random people, but don't want a crowd, go with the Phoenix.

Note: Fun activity in PvP? Watch a multi-round, multi-person fight for a while, and then nuke/trip/sunder/cometfall whichever side is winning. :D

I'm not sure what you're asking? You can use dance, stone, etc. because they're legitimate tactics as long as you kill the target in a timely manner. Repeatedly using them without letting the target escape is what's against the rules, and can warrant a ban from a GM.

I'm surprised the entire PvP population of Khyber hasn't been banned already. :p But then we'd have no drama, so I suppose there's that.

I don't think so. You're declaring rules for public brawls. But there are no rules, except what Turbine establishes. Sometimes having people not interfere is what the person wants. If two level 3 people want a quick 30-second battle and a high-level person comes along and is wondering if they'd object, they'd need some way that's more efficient than a tell.
Teleporting people out of stuck spots is one of the most common things GMs will do... did you try putting in a ticket? I was a beginner at the time (no clue about reporting bugs), the whole bug fixing is time-consuming (possible setting back questing on that character by weeks), and it's just one reason.
If you want a private battle, make a private instance. Unless you are suggesting making another tavern instance, I've gone over multiple reasons why private arenas (The Pit,Stash, etc.) don't work for my PvP methods. Some things need to take very little or infinite time, and sometimes the tavern drinks are needed.

If it's reportable, why not reduce the ban numbers by shortening Dance on players to 10-15 seconds? And by your reasoning, it's not bannable, as Turbine put it in.
