Does my Superior Potency Scepter affect wands and scrolls or just my own spells?
Same question for Spell Penetration Items although I'd guess the answer's the same for both. Thanks in advance for any help.

No for both. You need the scroll potency enhancements (forgot the actual name) to affect those. There's nothing that enhances scroll spell pen.
