Any feat that says "by level it gets stronger" does it only start giving benefits starting at the level you first get it or does it automatically take in your total level?

examples would be toughness and mental toughness.

Those two are per level. Does not matter when you take them.

To be clear If I got one on a level 15 char I'd get the same benefit I would have if I had it equipped at level one and am now 15? and thanks for the fast answer.

yes. 22 hp at level 20. Doesn't matter if taken at level 1 or 20.
