help with chat window

First let me apologize if this is not the right place to ask this..as you can see by my post count i am new :)
The problem:
My game crashed earlier and when i did manage to log in again a couple of things happened.
First of all my sphere thing were i could see monster faces, there HP, droped items etc won't target them...the cursor has to be directly on the monster or item to see it's name and hp if any.
Second i can't write anything in my chat window for people to see...general,guild,party it doesn't matter...i type the line and then get an info in general chat: "(say) you say XY"
On options menu under UI settings all boxes as show monster overhead name and HP, and auto-target monster/non monster targets are checked. I even pressed "default"...didn't help :)
So if any of you can understand what i just wrote here, and what is my problem...any help would be greatly appriciated
There must be some simple way to correct this (i hope) that would make me smack myself in the face...duh...but as i said..very noobish and dumb here :)
Oh and i play on Orion if that's relevant?

For the chat: right click on the chat window name and set incoming & outgoing type chat same as the chat window name, that way you will see what you write ( other will see that too ).
