where is grinwhite? I can't locate him

He bestows the Signet Swipe quest and is supposed to be in the Marketplace, but I've looked everywhere and can't find him. Is he in one of the house areas? And if so, which one?

Bind and bind quick. If it is your first time, at level, for the quest, it can be rough. I remember when i was just a fledgling F2P account and that quest handed my butt back to me all day.

This may be unsolicited, but if you're in a guild, bind in the twelve. Always, the twelve.
