Question for anyone ...
- Why is it that when you have a VIP account that states you have access to all classes, characters and races, that you have to purchase these? Do these not come with the VIP account?

You might want to read ALL of that link. It will explain it all. If I remember correctly, it says "subject to limitations". One of the limitations is that you can earn Drow and FvS, so hence not pay for them. Anyone can.

When you are a ViP, you have access to all classes, races and quests.
That does not mean that you can do the Shroud without flagging (ie if a quest have an ingame pre requisite, you still have to do it).
Neither does that mean that any race (drow) or classe (FVS) or option (32-point build, direct to level 4 characters) that have ingame pre requisite (total favor gained on the server) can be played directly. You still have do have the ingame pre requisite OR buy the "skip the pre requisite" on the store.

Right. Drow and FvS are "unlockables" and you can simply pay, if you wish, to bypass this.

You have access, but not privilege. It's like dating, you have access, but you will probably have to buy dinner, flowers, and be polite first. Ahhhh, marketing.

Well, you have got to love the the way advertising works. Put the full content, but then loss in the fine print. Got to love it.

I can understand your frustration, but I have to give Turbine credit.
First, the caveats have clearly-labeled footnotes, and it's easy to find said footnotes.
Second, I'm satisfied with the game as presented to subscribers. I wish we could all enjoy running quests without needing in-game rewards, and I wish Turbine didn't feel compelled to offer in-game perks in exchange for money. Rewards are fun, though, and Turbine wants to make a buck. What can be done? The subscriber experience includes stuff to unlock by playing the game, and some of that stuff (but nothing game-breakingly powerful) can be had by spending real-world money. It feels like a compromise to me, but an acceptable compromise.
