That's actually old news. The issue is that in a game of classic D&D around the table, one person has to assume the role of "dungeon master", which means they are in control of the game. Which leads to a situation prisons want to avoid - a leader, with followers.
Besides, it's prison. They should spend more time banging out license plates, and less time playing D&D.
