House Phiarlan Entertainer Airship Buff Working As Intended?

Is the House Phiarlan Entertainer airship buff wai?

Not seeing a visible increase in dc's. Guildy suggested the buff does not stack with focus items?

Neither the House Phiarlan buffer, nor the one from the Twelve give bonuses that stack with items. The DC buffs don't stack with focus items. The skill bonus doesn't stack with other luck bonuses to skills (Voice of the Master, Head of Good Fortune, etc...), and the Minor Spell Pen IX bonus (+1) doesn't stack with spell pen items either.

If you equip the Voice and Napkin, the House P buff will disappear from your buff bar.
If you equip the Napkin and Eardweller, the Twelve buff will disappear from your buff bar.

This sucks pretty hard at end game, though it is useful while leveling and acquiring gear.
