Several months ago, I was linked a Greensteel Weave Cloak at Tier 3 that had something like Smoke on it, but the notable piece was that it had +6 Wisdom on it as well.
How do I put a +6 Stat on Greensteel Clothing?

Wisdom is the only +6 wisdom stat you can put on greensteel.

You automatically get it when you put Conc Opp on the item.

Thats a blank Conc Opp Cloak link you can add whatever you want to it. Or if you are low on larges make just a plain old +6 Wis one with no Conc Opp. Depends on your build. Pally, Sorc, Cleric, Fvs, Wiz are the main classes were it would be useful in no order.

That is link with no Conc Opp.
Conc Opp has a chance to proc 30 temp hitpoints or between 20-30 spell points when hit if put on accessories.

Pretty certain the only way to get the +6 Wisdom is to create an Existential Stalemate item with the first 2 tiers--meaning that the first tier has to be positive or negative and the second tier has to be the opposite. You can then dual shard the third tier to create a Concordant Opposition item (chance to proc temporary hit points and spell points).
But that shouldn't say anything about smoke on it. Aspect of Smoke is a different recipe.

Yeah I wasn't certain about what recipe it was exactly, and I didn't pay too much attention as we were starting the first fight in The Shroud. I just remembered it when I needed to move STR off the Bracers on my Monk is all, and wanted to know if I had to use some kind of Epic Altar ritual or something.
