nerf arcanes ! ! And boost rangers !

dear devs :
I would like to slay all the sorcs/wizs of the server with my arcane archer, so please :
- remove pw stun, otto dance, quicken , empower, maximize and fortification to all arcane casters.
- allow me to shot 8 arrows instead of 4 while multishotting, gimme slayer arrows of 1000 damage and gimme vorpals rolling a range 10-20 with my dice.
And most important : give to arcane casters perma death.
