Displacement proc on a robe?

I recently got rid of some stuff on my older characters, and when i de-junked the bank of my ranger
I remembered a pug run in stormcleave outpost, where another ranger linked a robe that had a chance to proc displacement when being hit.

I can't find anything like it on ddowiki, i also may remember it wrong and it was blur, not displacement.

It was more than 1 year ago and the playstyle of said ranger suggested he was a vet.

Maybe a rare item from the past that has been removed from the loot tables long ago?

Unusual, but potentially very sweet item.

Maybe you're mis-remembering it though and the other player actually had a greensteel smoke cloak (2x/rest displacement clicky & perma 20% blur), or perhaps the DQ one (perma-blur & 1/day invis clicky)?

I'm pretty sure it was a chance to cast displacement or blur on the owner when being hit.

And it didn't look like a greensteel smoke cloak. I think it had a blue icon.

There's a named item (Cloak of the Zephyr (http://ddowiki.com/page/Cloak_of_the_Zephyr)) from the DQ raid that has blur on it and can cast invisibility 3x/day.

The epic version has 3xlvl15 invisibility.

But that's not what i'm looking for.

There's the 'Invisibility Guard' on the Mabar cloak, which has a chance to proc Improved Invisibility (which is Displacement plus an additional effect of mobs not always knowing where you are and you being able to get Sneak Attack bonuses) upon the wearer after a melee hit.
