Memory looks a little low, but should be playable with a decent GPU.

Info on your graphics card and the resolution/graphics settings you game at would help to determine what else could be lacking. Could just be your machine doesn't have the juice for the settings.

My DDO process is using +800MB of RAM right now, so I'll second memory being a likely problem. Minutes delay on zoning sounds really bad, but the delay would go along with having to swap most of memory from disk. I'd think lowering the texture detail and texture cache size might help with memory usage (under Advanced Graphics Options).

Just from that limited tidbit of info, this almost sounds like some sort of discount box, and maybe running integrated video on the mobo?

If so, that <1g of RAM is really gonna take a beating. RAM is the cheapest place to start with, and will probably help the machine out across the board. Check to see what your mobo can handle and throw 2-4 gig on there.

edit: K, you replied as I was typing -- so at least the vid isn't being handled onboard. I'd still vote for more RAM.

object draw distance ultra highThere's a huge part of the problem. Drop that some. Or all the way down. Won't fix everything, but will help a bit.

add more ram. Its cheep and you see a performance boost across the board.

also check your HDD health, another thing causing things like that is a sick drive. just had to replace mine cause the loading times was lagging out transferring data on/off of the drive.
