With the introduction of half-orc and half-elf races, we should also have House Tharashk (http://eberron.wikia.com/wiki/House_Tharashk) and House Lyrandar (http://eberron.wikia.com/wiki/House_Lyrandar) in the game alognside with many new quests and of course new mob races.

It is good that recently devs had added some new contents such as Lordsmarch Plaza and Attack on Stormreach pack, but if we can have some new Houses it would be great.

I was going to mention that there's a lot of fridge logic involved with new houses just suddenly being there, but then I remembered Lordsmarch Plaza and how it suddenly appeared next to the marketplace.

The works of getting stormreach habitable was funded by a few houses led by the Coin Lords, not everyone was invited or interested.
Anyways, the Lyrandar people has been making their presence in stormreach since u5 when they began to sell the ships.
Then there's the Tharashk Arena so one wonders if they have further interest in the city.

Unfortunately guys, there are only 4 actual enclaves in the PnP version of Stormreach; Phiarlan, Kundarak, Jorasco and Deneith. No other dragonmarked house has an actual enclave in Stormreach (see City of Stormreach gaming supplement). There IS mention of a House Lyrandar Shipyard but no Enclave for them.

Page 64 of the aforementioned book states this about each House:
Cannith "...the house maintains a small facility within the Citadel of the Twelve."
Ghallanda "...has it's seath in the Chapterhouse in the Marketplace, the largest inn in Stormreach." (Note the Chapterhouse is NOT in Phiarlan according to the book).
Lyrandar "...raised Falconer's Spire in the Marketplace......and the house uses the spire as it's embassy..."
Medani "....has little interest in Stormreach. The house has a single apartment in the Citadel of the Twelve...."
Orien "...operates out of quarters in the Citadel of the Twelve..."
Sivis "...maintain no enclave per se in the city, but they have a space of their own outside the offices of the Citadel of the Twelve."
Tharashk "...dominates the Graystone ward in Cross. Even though a steady stream of traffic passes from the Harbor district to the Marketplace, the ward itself is almost entirely dedicated to House Tharashk." So this House, at least, could be put in as it's almost entirely in the district between the Harbor and Marketplace.
Thuranni "...has no public presence in Stormreach aside from a sparsely staffed office in the Citadel of the Twelve."
Vidalis "...is entirely absent from city politics, having no enclave within the city proper...does have an enclave near Stormreach..." In other words, outside the city, perhaps visitable at a later date?

Stormreach is actually a lot bigger than the areas that are available to players. The Lordsmarch Plaza was technically already there, just not available to players. And if memory serves me correctly, Stormreach already has an enclave for House Tharashk in D&D. It wouldn't be a huge stretch to make it available to players.

House O favor should get you a lightning courier who delivers your mail directly to you anytime, anywhere, even if you're in a quest.

My point was that this is an entirely functional community that had zero interaction with an obviously important area that was basically inside the community. The gates just were suddenly there, as was the secret harbor entrance. It's not the same as suddenly allowing travel to some other commune that might be miles away. I'm not saying this is a bad thing, just that it invalidated a point I would have otherwise made.

It seems like most of the other Houses have a presence in the Twelve. They could make stairs up from inside the Tower and have different floors dedicated to specific Houses.

So we could have a barely ever used apartment/office, like the description said, that we could go to for no apparent reason?

Or they could .. I dunno.. put quests in there perhaps? They can't add entire sections like Houses D, J, K and P, but they can still have House related quests based out of the Twelve.

This might even make the tavern inside the Twelve useful. As it is, the only reason to ever enter the Twelve is when going to Amrath and hitting the Arcane store for scrolls.
