Probably not, no.
You'd likely be looking at stockpiling hundreds upon hundreds of these if that's what you were wishing to attempt. Of course, eventually one would hope you'd pick a weapon type you found to work best for you, and would actually take proficiency in it.

I have a half-elf FS with wizard Half-Elf Dilettante.
My thinking was, with wizard Half-Elf Dilettante I could just get a stack of master's touch scrolls and basically have both the fighter and wizard dilettante.
The problem is the master's touch scrolls won't work with 2 handed weapons or returning axes/hammers because the scroll has to be in one hand and the weapon in the other.
The Shavarath cake works great because the cake doesn't need to be in your hand, so it will work with 2 handed weapons and returning axes/hammers.
Any chance they would put the cookies and cakes in a candy store in future releases?
I wouldn't plan a build around a cookie. The effects can change from year to year, and my understanding is that the old ones get the new effect, so you can't even stockpile them. With a FvS, you should eventually have enough UMD to not need the wizard dilettante, and might be better off with just the fighter. Or just roll up a WF FvS, take Lord of the Blades for greatsword proficiency, and don't worry about returning hammers.
No comment on having them in-store, other than it could get expensive for you if you have to use one every time you enter a quest, and again after every shrine.

Perhaps I'm missing something but I'm fairly certain you don't have to have the weapon equiped when you cast master's touch.
At least I know on my new wizard when I cast master's touch, I don't have to have my greatsword in my hand to get the benefit.
As soon as I equip the weapon, the proficiency feat shows up on my character and when I unequip, it goes away.
I'm pretty sure it works with any weapon you equip after casting master's touch but I might be mistaken (it could be just the first weapon you equip).

If you are on Khyber, send Zebadiah (or GotCookies my Mule) in game mail and I will send you a stack or three.
As mentioned, don't build around them, but if it gets you by for a level or 10 why not use them!
They are what they are for at least 11 months, 3 weeks - and I don't like what they turned into, so I got plenty to spare ;).
Not that I am not greatful, I have learned to roll with the punches when it comes to the Festivult Cookies/Cakes - and again some of my favorites are gone, but I already have new ones (like Ice Storm and Flame Strike :D).

Cookies in a TR bank do not change. ;)

It seems very odd to me that the spell cast from a scroll would be any different from the spell cast from the spellbook.
If you noticed, I said that I didn't have to have the weapon equiped at the time of casting dispite what it says in the description of the spell.
In fact, for the last few levels on my wiz, I have had a mace of power in my hand while buffing (including masters touch) and then swapped to my greatsword after buffing.

oops...you are right...I just logged in and tested it and it does only work on the item in your hand even when casting from spellbook.
Guess I just never payed enough attention through the first 9 levels of this wizzy...doh!
