Try to get the highest power item you can get at that lvl(power 7 or 9???) aswell as some septers with clickys to give extra damage to ur spells or even better one that gives bonuses to spells with no clickys(potincy, conbustion) but those are hard to get at lower lvls.

Also the highest int+con item and a fort item

Anything that raises your INT and SP's is great.

Focus on raising your DC for resisting your spells is always big.

Enhancements that raise your damage on your most used spells helps a lot (whether it be magic missle or fireball).

Gear-wise, I personally dual-wielded daggers (for sp's) and wands (for spell effects).

Anything that can eliminate the disease / poison / blindness effects helps a ton (by lvl 6 I was immune to all 3 - Blindness Ward Goggles, and belts / necklaces with the other two).

Crit Hit immunity is also important.

my preference in damage-boosting items goes the other way. find a clicky, and use it. you get more bonus than the always-on ability, even if the tooltip doesn't say so.

At that level there is little you absolutely must have, there are things that are important that you should be keeping your eyes open for though.

Highest SP item you can find, if you find a 1 hander with it they are usually not too badly priced.

Fortification - Medium if your a WF, heavy if your a fleshie.

Deathblock - Wont always need to wear it but when you need one, you really need one.

Depending on the type of wizard your playing you can look for a potency item, if you use firewall alot i'd keep my eyes peeled for combustion items, at least greater. The shaman set out of red fens is also very good but cannot say what level you should be running this, I did it all on my 20 for when I TR'd.
