I just acquired an ML 12 maladroit mace of enfeebling, from a Vale chest. Is it vendor trash, or are there some low-DEX mobs at my quest level it is useful against? I am a Ranger 14 with DEX 30 and STR 20.

The low dex mobs you're looking for are found in the back of the Wayward Lobster, the warforged and halforcs wielding greataxes and greatswords. Alternately, it's moderately useful when soloing some of the higher hp giants.

Vendor trash.
Maladroit of Bone breaking is nice to carry around for low dex mobs though.. there are plenty of them... the problem is that most groups dont use any tactics whatsoever and one person using Maladriot while another used DPS and others are using Vorpals doesnt make anything go any faster..

Maybe you're thinking of a particular type of bearded devil, because the regular ones have an average-low reflex save.

Beared devils have a notoriusly low dex...
Odd. A while ago I counted a Bearded Devil in the Vale of Twilight and his dexterity was very high...
A specific creature where Maladroit is reported to work well are Living Spells.

Try to trade it for a equally nice bow. If that doesn't work try to look up a reference price of a similar weapon on the Auction House. Oh and a +2 is worth less then a +1 so it seems.

Contrary to the popular opinion so far, at lvl 10/12+ I find maladroits rather useful, depending on the character.
Rogues for example, before you get crippling strike. Why? At that range, most living things have more con and str than dex. Stick those on a twf rogue, and as soon as dex hits zero, insta crit every time + sneak attack.
Don't forget, dropping dex, also drop mobs AC and reflex saves.
I tried a TWF barb using mal warhammers. meh... just wasn't as fun if still effective.
Now the Mal of bonebreaking. What is the point? To have bonebreaking, a -d6 dex go off just because they already have zero dex? And as mals only come on blunt, that means you have to roll a 20. That is vender trash to me. But the Mal of Enfeeble, means once dex hits zero, you'll drain their str right quick. That is useful.

How can you tell?
I did not know there was any way to tell stats of a mob, other than by laborious approximation.
A specific creature where Maladroit is reported to work well are Living Spells.
Might test that theory. So far I encountered Living Spells only once, in Subterrene, and died within a minute. My cleric hire died even faster :)

Speaking of that, zero dex means those spells don't toss spells. Same with beholders if I recall, and they have.... a 7 dex I think.
Or have I gotten confused with str and spell tossing? I'm certain Impact or AD will correct me here.

Stat-damagers of any type are just not as effective in general since the rulings change on having a zero stat.
You have to tailor your weaponry to your target and your team.
Prolly a junk item at this point.

You are correct, no dex=no spell casting. It's a great way to deal with beholders and living spells.

Yip and very good for stopping casters healing themselves and people around them.
I think the gnoll in the vale with the mephits, has very low dex only seemed to hit him a few times before he was critting.

Useful in mid game, not so much endgame.
Dwarves, giants, minos, trolls, etc. Low dex.
Added advantage, dropping dex will lower ac, so can be useful on a low to-hit character.
Love mine on my PM with a splay of rogue.

The lesser realized uses of Maladroit:
Most oozes have a Dexterity of 1. A single hit from a maladroit weapon can cause it to become automatically crit on further hits (until it recovers that point of Dexterity), which means effects like maiming, thundering, shocking burst, or life stealing become more worthwhile to use on them.
Boss creatures can take up to 10 points of attribute damage (none of which can count towards bringing them to an attribute of 0). It can be worthwhile to use on some bosses to make them much easier to hit throughout the remainder of the battle. This can be worthwhile even on some high AC Epic bosses regardless of their abilities to nullify taking attribute damage most of the time.
On average Dexterity is the lowest of the three physical attributes a monster will possess.
Things with generally 10 or less Dexterity: Earth Elementals, Minotaur, Ogres who are not classified as primarily archer, Oozes.

It usually ranges between 16-20. It isn't notoriously low, but it is lower than their Strength and Constitution.
Same with beholders if I recall, and they have.... a 7 dex I think.
Beholders normally have a DEX around 14 on normal, and often is scales with difficulty.
