Unless the devs are planning to put in a Belt of Femininity/Masculinity, it makes no sense to be NOT able to change your gender when you TR. I was hoping to be a female when I TR-ed a few months back, but sadly the gender button is locked.

I assume you mean "it makes no sense to NOT be able to change your gender when you TR".
Hmmm, seeing as there is no benefit/disadvantage of being any particular sex I dont see why this would be a problem.
What I would like to see (lol here!!!) is for males to have +1 str and -1 wis on creation and females have it the other way round (I know its sexist and generalising lmao).

Males have greater strength. This is not sexist. But it doesn't mean males have less wisdom.

If you went female once, tr wont put it back in the closet.
On a more serious note, it should absolutely be the whole race/class/genderbender package.
You should be able to redo everything.

Males have greater strength. This is not sexist. But it doesn't mean males have less wisdom.I'm sure wisdom is as readily visible and physically apparent as strength.
How about Dexterity then

Or possibly intelligence? Just thinking if you punish females for one thing then you need to punish males with another thing.

Just add that Girdle to the DDO store =p
Personally I'd like the randomization of my new appearance to stop when I Reincarnate, even though it does make some sense.

IMO that's not a punishment.
Male has less dexterity? Not really.
Male has less constitution? Not really.
Male has less intelligence? Not really.
Male has less wisdom? Not really.
Male has less charisma? Not really.
But male has greater strength. It is a truth.

are PnP is souls/reincarnation locked to the same sex?
seems bit odd that sex is a spiritual state since it translate death of the body.
cant help but wonder if a lvl20 monk turns asexual upon becoming a lawful outsider

No, what I was saying is male and female are different in physiological feature.
Female has greater dexterity. It is a truth.

I agree with this,
I've been playing a female wf for far too long.
I've love to be a manly wf (lol?) on for my 6th life..
