I am running Vista 64 bit, which comes with DirectX 10.
Video adapter is nVidia GTS 450
I am unable to find a download link on microsoft.com for DirectX 11.

Where do I get DirectX 11?

simply make sure you have the most current drivers, and any game that uses DX 11 will install the DX components it needs. Make sure DX 11 is enabled in DDO via the options menu.
