So if you have a STR-based 12/6/2 fighter/ranger/monk (Kensai II/Tempest I)....
Will he do more damge against undead (specifically skeletons) using epic Mabar handwraps or dual +5 holy of pure good maces?

Keep in mind regarding the wraps - and this is a TOTAL gear-**** thing to do . . . you can also wear bursting ToD rings with them for more DPS goodness.
My Clonk has two relatively useless ToD rings (Acrobat and KOtC) that really aren't what I want for him but he's got 'em. Holy and shocking burst help a lot. I'm sure in your travels you will acquire some throw-away ToD rings that would be good for this purpose.
I'm gonna pull this straight from my rectum (**** near killed 'em) and say the wraps are better even without the ToD rings. 100% STR on the off-hand and 10% greater attack-speed gotta be the way to go on un-crittable targets.

+5 to hit / 3d6+5 damage
against...
+10 to hit / 4d6+10, 1d10 crit, huge random proc, disruption
Base weapon damage and crit profile are exactly the same. One of them is better.

On a more serious note the wraps are better. For undead they're similar to Lit II weapons that you get full str bonus on you off hand for.

On top of using ToD rings, and you are secure in you HP you can use wind stance for a bit faster attack rate.
