Anyone know if the Torc and Concordant each get a chance to regain sp if you wear them at the same time? Or does one cancel the other out making it worthless to craft a GS item with concordant if I am wearing the TORC. Plz let me know. THX.

Yes, they each get their own chance to proc.

They do both have a chance to Proc, and if memory serves me right, a Conc Opp Weapon and One Worn Item will also have their own individual chances to Proc, so Torc, Weapon, Item is the best you can do.
There used to be a huge thread about it somewhere, so just going from memory.

The CO weapon and item stacking is a bug.

Torc and Con-Op do stack. Two Con-Op items don't stack. A CO weapon and a CO item currently stack, which is classed as a bug.

There is one point that always seems to be lost in this dicussion
Con-Op has a chance to Proc on Successful Attack (Damage is not necessary)
Torc has a chance to Proc on Hit (At least 1 point of physical damage must be taken)
The reason some did not see multiple procs dealt with DR reducing the physical damage to 0.
The other thing to keep in mind is that 50% of procs on Con-Op are Temporary HP and 50% are Spell Points
