Where do you find Greensteel Items?

Greensteel is not found, it is made with ingredients collected in the Vale of Twilight quests. After finishing those quests, there is a tutorial on how to use the Eldritch Device to make a greensteel "blank", which is a generic +5 greensteel weapon, or an accessory, which you will later upgrade in the Shroud raid to give abilities to.
