While I'd like that to be true.... I'd rather they fix the RS burst so I don't have to target myself first. That gets really annoying....

Uh... I thought it did remove them first. Or at least it seems to heal after the neg levels are removed...

Nope. If you pop a radiant burst when you've got a neg level but full health, your health bar goes down.

Oh, and if I recall correctly the Devs already said they're going to make it so you don't have to self target.

While the devs are looking at this... They should fix ALL spell effects whose possible target is self only. It should NEVER do anything but automatically cast on the only allowable target. Past Life Ranger Barkskin is just like this. It fails unless you target yourself or target nothing. In fact, while we're at it devs, please give us a command to clear the targeting which we can set to any given key as with all other commands and actions.

On a related issue, have rest shrines heal you BEFORE removing constitution buffs so you don't DIE from RESTING.

I don't know if you can re-assign it, but ESC clears the current selection.
