Been trying to get these for my wizard, but couldn't find one.
Do they drop or must they be selected?

Checked several times a day after u7 to no avail, ended up leveling and took them at the trainer.

Unfortunately Each and Every update with new arcane spells Turbine in there wisdom refuses to put the new spells in the vendors (so that wizards could actully use their one advantage)

Under the ruse of super rich adventurers buying up a shed load of damaging scrolls/wands and going to town in the quests.

This is short sighted as it leaves high level wizards the choice or 1.Grind 2.Pay through the nose at the auction house 3.hope turbine add's to the store.

I've checked the AH nonstop and done a lot of quests that dropped a lot of scrolls and have gotten like 3 death aura scrolls an no gust. Do they even exist?

I believe the Devs forgot to add in scrolls for those spells :p
Checked with many people and guildies, nobody has even heard of such a scroll.

I do not know why they penalize the Wizards like this... they should at least have scrolls drop for Cyclonic Blast and Gust of Wind. Requiring a class to TR in order to learn a spell just to even play with it to see if they like it is silly. Any sorc can go to trainer and play with the spell for three days, test it out and dump it if not liked... Wizards learn a lot of spells play with them - although we keep them ... we basically dump them too in many cases - yes we may load it up again later but chances are on a non-essential spell we rarely do.
