I think this is the "classic" Monster build (http://forums.ddo.com/showthread.php?t=172630), though there are tons of variants. If you don't have monk and/or 32-pt builds unlocked, you can do a "poor man's" Monster using rogue 2 instead of monk 2. But bear in mind it was invented back when Tempest I provided a +10% attack speed boost while TWF. Since U5, that got nerfed to a +10% offhand proc chance instead, making Tempest I a lot less attractive than it once was, IMHO.

Even with the change to twf this build is still one of my favorites. Lots of gear *needed* and a pain to get to 20 but if level 20 is where the game starts for you then I'm sure you will enjoy the build.
