Previously, Touch of Death's damage was reported as piercing, and cannot be reduced. It was piercing, so Death Ward cannot prevent it.

Now it has a saving throw, and is considered Negative Energy. With Death Ward totally prevent the damage of Touch of Death?

To wheter death ward prevents damage from ToD? Yes, though most enemies don't cast it

To whether dark monks now sucks. No. A Dark monk is more than just ToD.

Edit: 250-1500 dmg for ToD strikes on non-neg energy immune foes is not bad.
