New adjustments to Guild amenities?

I remember seeing this in the Lamannia release notes, but I didn't really process it fully (mostly because my solo guild is way too low level to worry about this yet), but, I just noticed this:


The minimum guild levels for the following gold seal amenities have been reduced:
Silver Flame Priest: 15
House Deneith Defender: 16
House Jorasco Healer: 17
Training Dummy: 18
Orien Mailbox: 19
Scholar of the Twelve: 19

So isn't it the case that a guild still has to be Level 20 to have an airship? If so, then where is a Level 15 guild going to stick their gold seal Silver Flame Priest?

Am I missing something?
