tank you say? i assume you mean DPS with enough HP to be on the front line. if so see previous post
if you mean tank as in get aggro but not get hurt then take a look at this build:

apologies for the state of the web page, the codemaster DDO site has gone and thats all google had to offer. its also grossly out of date being planned for lvl16 and with the old barbarian crit enhancement. you'd need to work in power attack and cleave by lvl6 to get the DPS option going with the new frenzied prestige enhancement.
the good news is with a +5 steel shield (no fancy raid gear) that build can tank the named orthon in rainbow on elite. now, by that stage you should be in DPS mode most of the time, but the shield will always be on standby if you need to turtle up.
not so sure the ward of undeath is needed any more. trolls now take extra dmg from fire instead of having their regen turned off.
the tomes are nice to haves, thing's you'll get eventually.
its a very black and white build. you either tank and do next to nothing damage wise, or you're a regular barbarian doing damage and taking a heavy beating. also magic will friggin hurt with no evasion. but if you get you're back in a corner and turtle up with intimi to get aggro you'll find from lvl1 to lvl17 (and probably a bit further, but i cant vouch for that) you'll be able to tank. unlike an AC tank you wont have a large gap in your taking ability in the teen level range as you struggle to gather gear.
now, a DR tank like that is not a good tank. its fully functional but in tank mode its not helping to kill things. it is however the only tank i've ever seen that only needs vanilla gear to tank. any AC tank will need a lot of gear and probably some tomes to start with (INT and DEX, i'm looking at you for those 2 special feats). AC tanking is vastly superior, but also very hard to achieve with a newbies resources.
oh and its only 3 feat swaps and an enhancement respec away from being a normal barbarian if you decide to loose the tank option and make like a regular barb and focus on DPS.
for a 28 pt build you could shave some off CON. a dorf barb with 16 CON doesnt really need toughness, which this build has.
yes, its an abomination and a freak of nature but its also very satisfying to pull the aggro onto your sturdy shield in the gianthold when the AC tank has found their armour is leaking. if you're running with a vet AC tank, use the great axe as they will be solid. if your running with a newbie trying to be an AC tank, you might need to take over their job. also DPS mode will be a fav for most parties as it gets you from A to B faster. when you turtle up the party looses a large chunk of its DPS. but if done right it can save the party from a wipe.

If you mean "tank" in the classic high-AC sense, you don't want a barbarian; you want a fighter, paladin, or some sort of monk-based build. If you simply mean "tank" in the "grabs all the aggro and has enough HPs to survive it" sense, then pretty much any high-DPS high-HP w/Intim barb build will do, IMHO.

28 point barb is the easiest build to make in the game.
Make it a dwarf
keep clicking the increase button on Strength in the character build screen till it won't go any more.
then proceed to click on the Constitution score increase button till that won't go up anymore.
both will be 18's and you will have 2 points left to put in to another stat to take it to a 10 (or 8 for charisma)
Skills? doesn't matter jump , intimidate and balance.
Feats basic rule is, more damage first more HP second. So Power Attack priority #1. Two Handed fighting #2, Improved Two Handed Fighting, Cleave (don't use it , its just for a prerequisite) Greater two weapon fighting, Toughness.
for you action points follow the same rules as the feats, Damage first , HP second. anything that adds damage or Str like the Barbarian power attack and dwarf axe damage come first.
Grab the starter greataxe turn on powerattack and kill stuff. While everyone else is running around looking for fancy new gear to add some AC and other stuff like potency and devotion you have but 3 things required , #1 a better Great axe , #2 a + strength item, #3 a + Con item. Very little else meas much to you, sure some of it is nice to have but not required.

Have the best Damage great axe you can buy and don't get out of the clerics line of sight.

dont forget improved critical: slashing!
but yeah, barbs are nice and simple if you know which box's to tick and unlike some other classes they are just fine as a 28 point build.
also on enhancements i like to get more rages and longer rages first. the aim is to be able to chain the rages from shrine to shrine. also scour the auction house and brokers for cheap lesser restoration items, or get pots.
