I know the need for fortification items. I was just wondering where other than the Auction house is a decent place to find them. Either as end rewards or chests from Rare Encounters. Or are they just all random drops?
I know most of what I find are Light fortification. usually in robes and more rarely in various types of armor.

Go to necropolis. Do the rare encounters and farm tapestries. Get 20 of them and trade them in for a Minos Legens helmet. Heavy fortification and +20 HP that stacks, level 11.
Don't get into a group that's doing rats and wagons only. You'll strip the chests pretty quick and stop getting tapestries.

Collecting ore from the Relic of a Soverign past quest and turn in for a heavy fort necklace. Collecting taps from orchard and getting a Minos helm which has heavy fort(also adds 20hp stacking). There are a few others out there too.
Just do a search for heavy fort on this thread to see what the others are.

The necklace is the easiest one to get. The helm takes a couple runs, you may even want to pick up the necklace before you get the helm just to cover yourself until you get are able to farm for taps.
Warforged only need moderate fort, I recommend to many of my friends that they get a moderate fort item that is also a +6 stat (con and str are the most common) and grab the http://ddowiki.com/page/Quorforged_Docent_of_Battle (unlocked it gives Superior False Life and Toughness) if they want the max hp possible. As doing that frees up the helm space for other things without losing the toughness hp that you are hard pressed to get anywhere else.

Go to the necropolis farm 20 tapestries from the chests from the rares out there then go back out just south of the entrance is a group of dudes chillin talk to one of them and he'll eventually give you an option to select a Minos Legens. It's +20 hp with heavy fort. But why need heavy fort anyways, it is just a crutch after all right?

Anyway, as the above posters said, a guaranteed--and free--source of Heavy Fortification is the Nightforge Gorget from Relic to a Sovereign Past. Plus, you don't need to complete the quest to get it--run on casual, grab, and go. After that you can look into tapestry farming for the Minos Legens, which may or may not take longer depending on how much the RNG hates you.
But why need heavy fort anyways, it is just a crutch after all right?

Everyone else has mentioned how to farm one, so just to answer the "end reward" question: I got a Heavy Fort robe as an end reward for Tempest's Spine the other day. I've done TS about 6 times the past week or so on 2 different characters, and that was the first time I saw one.
(Oh, and regarding the AH - I was able to find a Heavy Fort belt on the Orien AH for 4K [no typo] plat buyout yesterday. Thought it was a pretty good deal compared to what others were going for ;) )

Also - if you are still lowish level you can get ML 5 Moderate Fort items from the Tangleroot chain end rewards - run it 2-3 times for XP and decent at level gear. (Quests are solo-able at L5).

You can get LvL 9 RR Heavy Fort, or Lvl 7 Mod Fort items from chests or end rewards or the AH, or get the Nightgorge Relic Neck that is lvl 9. While some might like to wait for lvl 11 to wear a Fort item, I prefer to wear something as soon as possible--but I also solo a fair amount of content, as well as run things at harder and higher levels than me.
