quick question if a 28 point toon grinds out the favor for 32 builds and he tr's will he get 34 points ?

Actually, you won't go to 34 (from 28). Please see the General Reincarnation Guide (http://compendium.ddo.com/wiki/General_Reincarnation_Guide):
Greater Reincarnation
Greater Reincarnation offers all of the same benefits of a Lesser Reincarnation, and will also upgrade a 28 point Adventurer character to a 32 point (non-drow) Hero character, as long as you have already unlocked or purchased 32 point builds from the DDO Store. This is a good choice if you’d like to upgrade one of your original 28 point build characters to have more ability points

Sorry for the confusion guys. True Reincarnation works as Meretrix has noted below. For True Reincarnate it doesn't matter if you have the 32 point build unlocked.

Yes... TR upgrades you 32 pt, then you get +2 for 34 pts.
Thus you need to have 32 pt builds unlocked on that server before you can TR. Either via favor or purchased in the DDO store.

You do not need to unlock 32 points builds. If you TR you will get 34 regardless of being 28 or not, except Drow of course

It was a requirement when they first came out. I've always had 32 pt on my main server since TR was launched so I never paid attention to release notes that they removed that requirement.

Official Turbine Statement:
A true reincarnation lets the player recreate a more powerful character and change anything about them (except for the name and gender), including their class and race. Tapping into memories of their former selves, true reincarnated characters will receive additional build points to spend in character generation as well as unique bonuses in the form of access to Past Life Feats. Each True generation will also be physically larger than previous generations (you're welcome Halflings!). True reincarnation allows players to relive their journey through Stormreach. Characters will keep no experience or favor upon creation, will start at level 1, and require more experience to progress through each level. True reincarnation grants 2 bonus build points for every true reincarnation, and are always base 32 point, even if the character was initially created as a 28 point.

No, you can turn in epic raid tokens (I think 20) for a True Heart of Wood that lets you TR.

this is totaly wrong, if you are a free player with only 28 pts build available, you can TR at lvl 20 and you will start at lvl 1 with 34 points

You know there's a whole forum to discuss Reincarnation ? :)
(And I confirm that your 1st TR brings you to 34pts build - unless you TR into a Drow, who 'd then have 30 pts).
