Fighter/Monk:yes
Barb/Monk:no - they can't cross-class dew to aliment issues.
You need 1 level to unlock the monk's attack frame rate (see him doing all that kung-fu stuff) otherwise unarmed you swing like grandma

12monk,8ftr gives Improved Evasion, Abundant Step, and your lvl 9 thing.
10monk,10ftr gives you all STR enhancements from fighter (+3 total), Improved Evasion, and your lvl 9 thing.
8monk,12ftr gives you Powersurge (ability for +8 STR for 20 seconds), the 3 STR fighter enhancements, and regular Evasion with no lvl 9 ability.
20monk is a given and provides a striding bonus for like every 3 lvls of monk I think.
20fighter has more feats and 10% Doublestrike as your Capstone.
18ftr,2monk gives you tons of feats, Evasion, Kensai III, ect.. just read above. (I'd do this, myself.)
As for making a barb or fighter to use handwraps you can do so yep. I'd suggest fighter for the feats.
Go 20ftr and put everything into STR but without at least 1monk like DevilButcher suggested your attack rate will be horrible.

Thank you but Kelina is correct, i do not want to use a monk and only use a 28 pt build if possibly a single class build, as i am fairly new to the game.

Your's would have made 3 posts in a row with no answer to the OP's question.
If I hadn't edited my post, this one would have been the 5th!

well you need to ask what you like to learn or look it up in the compendium, I miss what you really want to hear from us
you asked can a barb or a fighter use handwraps
a fighter/monk: can
a barb/monk: impossible
i do not want to use a monk
you pretty much need to be at least 1 level of Monk to go hand wraps attack speed faster or you swing super slow

Basically i want a 28pt fighter or barb hand to hand build, preferably single class.
Have been looking all day today to no avail so i thought my first forum post could be to find what i want

It is possible, but it may not be viable. Since you do not have monk you will not be able to access to attack rate and ultimately dps of someone who does.

no man think your getting the wrong idea, you can't be a pure fighter using hand wraps,
Ever had a wand in hand and press the attack button and watch him swing?
THAT's how slow your attack rate will be... you can't make a build around that, you need to splash 1 level of monk to get the kung-fu attack image.
sorry, but if your ok with that attack speed, go right ahead and enjoy your build :) I won't judge past that
**also what is the base attack damage with fist 1d4? lol this is getting more wrong as i look at it.

as of right now, the improved unarmed strike feat is treated as a monk class feat instead of a general feat for all classes. since this feat isn't available, the character you make would be painful to play. it does kind of a jab/slow jab/slooooooowww kick motion that could be outdps'd by a 6 str halfling sword and boarding with the club of the holy flame and no weapon finesse.
it has been suggested before by angelus_dead that this feat be added as a regular feat, but nothing has come of it. not sure if you can see the suggestions forum, but if you can feel free to suggest this once more.
Can you do it? 20 barb using handwraps? Absolutely. You can absolutely use handwraps on a pure barbarian, as long as they meet any sort of UMD requirements on the handwraps, knock yourself out.
Will it suck? Most certainly.

To be honest, I was actually thinking about making a similar build to yours. A "drunken dwarf brawler". It will probably work up until level 8~10 (at the absolute maximum) then you'll be hard pressed to find a group that will take you on board, especially after you gain a reputation on the server as "that guy that doesn't use any weapons...but isnt a monk."
Further, if you play considerably from this point on and farm for the TP before the end of October (this is when Update 7 goes live and monks will increase in price) it is quite possible you can earn the TP needed for free to buy monks off the store. I refer you to this thread, its quite good.

I think it would be best to wait until i can unlock the monk class, or maybe see if anyone would be kind enough to purchase it for me, thank you all for your input on this matter.

sad thing about monks they kinde need 32 points i would say bring a fighter to cap and get 1750(i think)favor on one toon to unlock 32 builds and try him a monk the fighter past life won't hurt him =)

LOL I think flinging coal would be a better attack than going non-monk hand wraps... at least you get ranged and about the same attack speed...

No problem, sorry if it was a little rude sounding advice. but as a few have said DDO did not make a feat to make handwraps viable for anything other then a monk, monk-splash.
Like I said get 1 level monk/ 19 fighter, now we can start talking about a build.

That would be wise. I concur with what's been said in this forum.
But, just in case you're still curious, head to the Wayward Lobster. Watch a lvl 20 monk's attack speed animation, and how fast it is. There's probably going to be at least one monk in there over level 10 to observe. Then, take your toon, regardless of class/level, chug a haste pot, and swing. Compare attack speeds.
The only time I wear handwraps is when I'm playing around in PvP. Pop some Vertigo +8 wraps on my fighter, walk over, hit them with a DC 44 Trip. Lol a little on the inside.
Good luck on your quest to unlock monk. You'll probably get 32 point builds on the way to doing that, which'll be nice to have, as well. Happy gaming.

If you are going to build a poor man's barb unarmed build, may I suggest a setup similar to the following, with no tomes available:
Human
Str: 16
Dex: 17
Con: 13
Dump the rest
All level up points go into Str. No exceptions.
Feats:
1. Toughness
1Human. Two Weapon Fighting
3. Power Attack
6. Cleave
9. Stunning Blow
12. Improved Two Weapon Fighting
15. Greater Two Weapon Fighting
18. Improved Critical: Bludgeoning
Use human adaptability enhancements to even out your STR and CON as necessary.
Try and get stunning handwraps. Follow the Frenzy Berserker line. The build will be considered 'sub-optimal' by many, but it could be total fun. If you want, go dwarf, drop IC: Bludgeoning and slide Toughness until later. Go 16 Str, 17 Dex, 15 Con. Honestly, I like the dwarf better - IC Bludgeoning is kinda meh.

I am F2P, and I bought my monk and two adventure packs by earning TP from favor too, you can do it too :)
#1 build any melee class (Str Barb is best, but this is a great chance to try fun builds and you get to try feats you would not nornaly take since the quest are so forgiving and you will deleate him in a day anyways)
#2 Run Korthos town quests up to leet on each.
#3 Run Snowy side Korthos quest up to leet
#4 Do harbor quests Information is Key, Butcher path, Dorks got a Secreat and Mission Pack up to Leet.
-Think you would have 100 favor by then and earn your 25TP
#5 Delete toon and repeat :) you should be able to do this in less then 5 hours even alone with a hirerling, sometimes 2.5 if you are lucky with finding fast party with a leet quest openers.
Also make sure to do this atleast once on each sever you get a bonus 100 TP or something, can't remember but it's worth it.
But do this you will be breaking noses before you know it.

As mentioned above, non-monk fisticuffs is simply not going to hurt the monsters. If you want to play this way, I would suggest being either a cleric or bard so that you can help a party in other ways why you attempt to box in the fight.
An even better option would be to get the needed turbine points (before November, according to the post above). [Assuming you aren't just coughing up the cash] what you want in this case are 7 "morning glory" builds, one for each server. My favorite is a human battle-cleric (more a cleric barbarian-wannabe) 18str, 12 wisdom, the rest con (dump the rest). Feats are lengthen spell and proficiency: great axe. The idea is to zerg to 3rd level, take bull's strength, then clean up enough elite quests to pull 100 favor and move on to the next (only keep the toon to give all the gear and plat to any real toon you make on that server and delete. This build will be pretty well gimped at 5th level and will only get worse).
The point of having one per server is that you accumulate a bonus of 100 tp by making it to 50 favor and another 25 at 100 favor (the first 100 points will only happen once per account, per server). You should be able to unlock monk somewhere between the 6th and 7th server, and there is simply no way to do this anywhere near as fast with a single character and server.

I never understood why only monks get decent attack rates when fighting unarmed. Would propose a change to this:
- Weapon proficiency: unarmed is only automatically granted to monks at first level
- All other classes have to select it as a feat
- Without WP: unarmed, unarmed attacks are as slow as they currently are
- With the feat, unarmed attack rate is as fast as normal weapon attacks (similar to repeaters, in that you really need proficiency to use properly, not just to overcome -4 attack penalty)
- Unarmed attacks with WP: feat benefit from TWF feats as normal, and off-hand attacks are made at no penalty to AB/strength
Monks would still be the best unarmed fighters as:
-They still have better attack speed
-They get unarmed damage progresssion
But the above changes might see the rise of brawler type characters - would be cool IMO.

The 1 time per server TP rewards for favor start with these... there are more but they are at 500/1000/2000/3000 favor.
5 favor .... 50 TP
25 favor .... 25 TP
50 favor ... 25 TP
Thus even if you dont want to grind out to 100 favor, make sure you get at least 5 favor on every server for the 50 TP.
That is the first 3 quests on normal (2 each for 6 favor) !!
Then go back and get 25, maybe 50, on the servers as well.
I would suggest 1 of 2 things. Make new classes you want to try OR make a min/max combat machine to do it fastest.
Then every multiple of 100 favor on single character = 25 TP.

could be outdps'd by a 6 str halfling sword and boarding with the club of the holy flame and no weapon finesse.
Hmmm, they could make a great duo. Bring along Ormol Soggybottom once you reach Shroud.
