greetings. would it be a good idea to get a human paladin, dumpstat the charisma, put wisdom at 14 (at LEAST 11 i want spells), and put str+int to where i can and will get power attack+combat expertise?

Honestly, CHA should never be your dump stat on a Paldin. It makes up the bulk of your DPS. You can dump your WIS to 8 and even without a tome have a 14 WIS at level 13. Unless you plan your build and grind out a lot of raid gear, your AC is not going to be significant enough to matter anyway.

The above is right on. All of your "real" dps is tied to CHA and enhancements. Just looking at the Divine Might line should show you that CHA (properly applied) can be like having double your strength (based on the damage addition)

Seconded. Charisma should NEVER be your dump stat on a paladin. It's one of the main keys to your DPS ability. Reverse what you think about charisma and wisdom. Charisma will be much more useful to you throughout the entirety of your pally career, and items and tomes will more than satisfy your WIS requirements for spellcasting.
On your first time out as a pally I would suggest going for DPS rather than AC. Paladins are incredibly stat intensive, especially if you only have 28 point builds. I'd suggest waiting until you have 32 point builds and know a good deal about game mechanics and endgame gear before trying to make an AC pally. If you try to make an AC pally without serious endgame gear and tome/stat investments, chances are you'll end up doing moderate DPS with an AC that's just high enough to seem shiny but just low enough to not matter at endgame.
