As long as you have enough levels in the class to gain access to all of them. But you can take the stats from two different classes, as long as it's not the same stat.

You can do race + one class' enhancements for the same stat though, right?

I believe in Update 7 they are going to remove the "Class" from the enhancement description, so it will only show up as the dex enhancement. Thus if you have any class that gives dex enhancements then the dex enhancements will show up (but not more then one set). At least that is my understanding of how that change will be working.

No, but you can benefit from both class toughness and racial toughness.
